S-B cash is fake money that you get for posting. You can use it to bet on certain events, change your user title, and change your username color, along with other things. There's a store on here, under the heading...S-B cash at the top of the page.

Rep power is the number of reputation points that you can give to another poster. If you think that another poster made a good post, you can add to their reputation. On the other hand, if you think they made a bad post, you can take away from their rep by giving them negative rep.
