NFL Network's Adam Schefter reports the Raiders have agreed to terms with WR Drew Carter.
Carter, 26, caught 38 passes for 517 yards (13.6 YPC) and four TDs as the Panthers' third receiver in 2007. He has no trouble separating, but has struggled to do the "little things" well. Carter will get good tutelage from WRs coach James Lofton and be a strong bet to pick up some starts when Javon Walker's knee acts up again. He's currently Oakland's third receiver

and multiple sources have said hes not and even raider officials have said hes been working out at raider head quarters all offseason and people will see what shape he is in during the mini camp

According to two Raiders team officials, JaMarcus Russell does not weigh 300 pounds and has been working out at team headquarters since season's end.
"Ridiculous," said an anonymous front-office employee. "JaMarcus is nowhere near that. He's been here. He's been working out. He's in great shape. That's something everyone's going to see at our first minicamp.
